SECURING THE EDUCATIONAL SECTOR

As part of an overall uplift in protective security maturity, a large tertiary education organisation engaged ICARAS to  conduct an independent review of physical security measures across their campuses.   This Security Review involved the delivery of detailed Security Risk Assessments and appropriate Risk Mitigations, whilst also focussing on access control, video surveillance, duress mechanisms, guarding and incident management and responses, as well as associated procedures. 

Specific outputs for this project included:

  • Production of a Threat Assessment which included provision of an assessed threat level for each identified threat. The Threat Assessment incorporated analysis of recent events, current intelligence, target attractiveness and what was known of the intentions and capabilities of threat-actors as they related to the organisation’s operating environment.  

  • Production of Security Risk Assessments and provision of appropriate security risk mitigation recommendations for all campuses. These pertained to physical security measures and associated procedures.  

  • Production of a Security Action Plan (SAP) which prioritised the recommended security risk mitigation measures. The SAP was aligned to the PSR and ensured that security risk mitigation recommendations were able to be developed and incorporated into existing security programmes to enhance and maintain protective security within the Organisational environment. 

  • Protective Security  site visits to facilitate the application of the PSR Zoning protocol so that the requirement for protective security measures could be aligned to the zones. 

  • Provision of minimum security standards across buildings with similar functions and specific recommendations for buildings that were multi zone/multi-function.
