SECURING LOCAL GOVERNMENT
As part of their enduring Protective Security journey, a major Local Government organisation engaged ICARAS to undertake a comprehensive review of their Physical Security requirements. This review was designed to deliver an evaluation of their current state, highlight any risks and opportunities and deliver detailed recommendations around quality improvements that would support an appropriate level of safety and security for their operations.
ICARAS fully supported the organisation’s desire to develop a greater appreciation and comprehension of their physical security requirements by conducting an in-depth assessment and gap-analysis. We are strong advocates of this approach and believe that the key to success in developing an effective organisational security roadmap is to gain an honest and robust appraisal of maturity levels by understanding where you are and where you need to be.
ICARAS met the requirements of this project by thorough project planning, management and an adherence to the NZ Government’s PSR framework.
Key actions and deliverables for this project included:
Completion of a PSR compliance audit, gap analysis and an understanding of risks and opportunities by analysing the current maturity state and understanding the desired / expected future maturity state.
Design and facilitation of a Capability Maturity Model (CMM) workshop with relevant managers and key stakeholders. This review drew on the PSR’s well-proven methodology for uplifting an organisation's protective security profile that is also widely accepted as providing a best practice framework. This workshop was a baselining exercise designed to provide an assessment of security maturity.
A deep-dive into the key security documentation and procedures utilised by the organisation, with specific high-level summary reviews of existing Governance, Security Policies, Security Procedures and Personnel Security.
Selected security audits of key identified buildings and operations together with supporting interviews and workshops with key stakeholders.
Delivery of a Security Implementation Roadmap designed to reflect both the in-year priorities and those extending out to the limits of the timeline determined by the organisation.
Delivery of an Organisational Overview Report covering a strategic review of the organisation’s physical security requirements, key risks and barriers, a proposed timetable for actions and report outcomes and a cost-benefit review of the recommendations made.
